This is due to the red area being quickly covered in sweat and grease from your writing hand. This doesn't affect ballpoint pens and pencils quite as much as ink writing, but it still happens. Also, the sweat/grease makes the paper softer, so small bits of it end up on the tip of your writing instrument (except for pencils). 

The solution in calligraphy is to have an extra small piece of paper that the side of your hand rests on. It's often also used to get the larger blobs off the nib when using a dip pen -- but be careful not to lay your hand in the wet ink ;)
